§ 151.06 OBSTRUCTIONS PROHIBITED.

(A) It shall be unlawful for any person by any means or in any manner to collect together vehicles or any substance or materials so as to obstruct the free passage or use of any street.

(B) The provisions of this section shall not apply to any person making an obstruction under any building permit or under any right granted by any provision of this code, any chapter or legal authority.
