The prohibitions contained hereinabove in this chapter shall not apply to personnel of business establishments who, during the sidewalk sale for which a proper permit has been granted by the city, or for which permission has been granted by proper governmental agency for the city, may sit on chairs or benches or the sidewalk adjacent to the establishments during the sale.
