Nothing in this chapter shall prevent the Mayor of the city from waiving the 30-day investigation period or from granting a courtesy permit to local, charitable and/or service organizations. Local, charitable and/or service organizations which are established and known may be granted permits without the payment of fees as hereinabove set forth. Permanent area residents with established route and franchises may obtain a license permit renewable from year to year on the anniversary date thereof for the sum of $20 upon application to the City Clerk-Treasurer and the approval of the Common Council of the city. The application to the City Clerk-Treasurer shall clearly set forth the business, avocation and calling along with the residence of the applicant for ten years last preceding the application.
