§ 31.39 DEPUTIES AND EMPLOYEES.
   (A)   The Clerk-Treasurer shall appoint the number of deputies and employees needed for the effective operation of the office, with the approval of the Common Council.
   (B)   The Clerk-Treasurer is directly responsible for billing and collection of city-owned utilities and shall appoint employees who are responsible for that billing and collection.
   (C)   Employees and deputies serve at the pleasure of the Clerk-Treasurer.
