(A) The Mayor shall be the chief executive officer and as such makes all appointments to all offices and positions of employment authorized by the laws of the state or by ordinances of Council and except as may be otherwise provided by Council or the General Assembly.
(B) All officers and employees of the city, unless otherwise provided by the laws of the state, shall serve at the pleasure of the Mayor.
