§ 31.01 ORGANIZATION.
   The government of the city shall consist of three branches, those being:
   (A)   Executive branch (I.C. 36-4-5);
   (B)   Legislative branch (I.C. 36-4-6); and
   (C)   Fiscal branch (I.C. 36-4-10).
