(A) Authority to sign one-way streets and alleys. The City Council is authorized to determine and designate one-way streets or alleys and shall place and maintain official traffic-control devices giving notice thereof. No designation shall be effective unless the devices are in place.

(B) Signage. The City Street Department is authorized and directed to post one-way traffic signs and one-way "Do Not Enter" signs as appropriate to notify the motoring public of the one-way flow of traffic.

(C) Compliance required. No person shall operate or cause to be operated a vehicle contrary to the one-way traffic flow.
