   (A)   Plans, specifications and other pertinent information relating to proposed preliminary treatment or processing facilities shall be submitted to the city for examination and approval, and no construction of these facilities shall begin until the city, through its Board of Public Works and Safety, has given its written approval. This approval shall not exempt the person from the obligation to make further reasonable adaptations of the facilities when adaptations prove necessary to secure the results desired. Plans, specifications and other pertinent information shall also be submitted to the Stream Pollution Control Board for approval in accordance with Stream Pollution Control Board Res. 15.
   (B)   The review of these plans and operating procedures shall in no way relieve the user from the responsibility of modifying the facilities as necessary to produce a discharge acceptable to the city under the provisions of this chapter.
