(A) In order to be eligible for consideration at a meeting of the Common Council, the matter shall be placed upon the agenda no later than the Thursday noon preceding the meeting date. If the matter is not placed on the agenda prior to the cutoff time, then that matter will be placed upon the following meeting's agenda for consideration at the following meeting.
(B) This agenda requirement shall not apply to citizen comments. In addition, the Mayor, the Clerk-Treasurer, or the President of City Council may place matters upon the agenda at any time notwithstanding the provisions of division (A) of this section.
