The portion of the public meeting devoted to citizen comments shall be conducted as follows.
(A) The Presiding Officer shall ask for citizen comment.
(B) Those persons appearing on each side of an issue sought to be presented to the Council or to the Mayor shall have a total of 15 minutes for the presentation of evidence, statements and arguments in support or in opposition to a matter.
(C) The Presiding Officer shall then declare that public comment upon the issue shall be terminated.
(D) The Council shall then turn to consideration of the issue.
