(A) All containers in which have been deposited garbage shall be kept in a sanitary condition, and closely covered against flies and other disturbances.
(B) The sole responsibility for the sanitary condition of the receptacles as provided in this chapter shall rest on the owner and occupant of the premises where the container is kept.
(C) Trash containers for curbside pickup shall be placed by the curb no earlier than 4:00 p.m. on the day before trash is collected. The container shall be removed from the curb no later than 7:00 a.m. on the day following the collection day.
