Any person, firm or corporation desiring to construct a well for the extraction of water for industrial or other uses, but not for human consumption, shall submit his or her application to the Board of Public Works and Safety of the city, together with plans, specifications, designs and other information whereupon the Board of Public Works and Safety may approve, modify, approve as modified or reject the application for a private well; provided however, that no permit for the private well shall be approved unless adequate safeguards are installed and constructed to ensure against human consumption of the water.
