The Mayor shall have the power to call a special meeting, to be held at such time and place as he or she shall designate by causing written notice to be served on each Council member by a city police officer; the written notice shall be served upon each Council member, either in person or by leaving a copy at the last place of residence at least three days prior to the date of the special meeting.
