§ 30.01 COUNCILMANIC DISTRICTS AND WARDS.
   Councilmanic districts for the city are established as follows.
   (A)   First Councilmanic District. All that portion of the City of Ligonier described as follows: Commencing at a point on the City boundary line, where the City boundary line meets Fifth Street extended (a/k/a Rear Fifth Street), thence west along Fifth Street to the intersection of Fifth Street with Martin Street, thence south on Martin Street to the intersection of Martin Street and Union Street, thence west on Union Street to Townline Road, thence south on Townline Road to the intersection with US 6. Thence east following the boundary line until it turns north. Thence north on the city boundary line to the point of beginning.
   (B)   Second Councilmanic District. All that portion of the City of Ligonier described as follows: Commencing at the intersection of the south right-of-way line of the railroad, and its western intersection with the City boundary line, thence continuing south and east along said railroad right-of- way to its intersection with Summit Street, thence continuing south along Summit Street to the intersection of Gerber Street with Summit Street, thence continuing east on Gerber Street to the intersection of North Martin Street and Gerber Street, thence continuing south on North Martin Street, and thence on Martin Street to its intersection with West Union Street, thence west on Union Street to its intersection with Townline Road, then north along the City’s boundary line to its intersection with the southerly right-of-way of the railroad.
   (C)   Third Councilmanic District. All that portion of the City of Ligonier described as follows: Commencing at the intersection of the southern right-of-way line of the railroad and the City boundary line, thence continuing north along said City boundary line to County Road 900 North, thence continuing east along the northern boundary line of the City to County Road 860 West (North Main Street), thence continuing in a generally southerly and easterly fashion along the boundary line of the City to said boundary line’s intersection with Fifth Street extended, a/k/a Rear Fifth Street.

   (D)   I.C. 36-4-6-5(j) and I.C. 36-4-6-5(l) are hereby adopted to provide that the city shall be divided in three Councilmanic Districts as provided above, and that each voter in the city may vote for two candidates for at large membership and one candidate from the district in which the voter lives. The two at large candidates receiving the most votes from whole city and the district candidate receiving the most votes from their respective districts will be elected to the City Council.
   (E)   The city finds that the boundaries for the Councilmanic Districts have been drawn in order to insure that they contain, as nearly as possible, equal populations and thus they cross existing precinct boundary lines.
