(A) It is declared unlawful for any person or corporation to violate any of the foregoing sections or provisions.
(B) The consequence of the violation of the preceding rules will be, in the discretion of the Common Council, the stoppage of the supply of water without any preliminary notice; and it will not be restored except upon the payment of all arrearages and damages, and upon satisfactory understanding with the party offending, that no future cause for complaint shall arise.
(C) The Common Council may direct the City Attorney to bring an action for any water rent due, and in that case the delinquent shall pay as a penalty, in addition to the sum due, a reasonable attorney's fee to the City Attorney, which shall be included in the judgment.
(D) Any person, persons or corporations who shall violate any of the foregoing sections of this chapter, or any of the provisions thereof, shall upon conviction, in addition to the enforcement of the forfeitures, liabilities, stipulations and reservations therein contained be fined in any sum not less than $1, nor more than $500 for each offense.
