In the event a lot, parcel of real estate or building discharges sewage in the form of industrial waste, either directly or indirectly, into the city's sanitary sewerage system, and the city finds it not practicable to attempt to measure the wastes by meter, it shall measure the same in a manner and by the method as it may find practicable in the light of the conditions and attendant circumstances of the case in order to determine the rate or charge according to the corresponding rates in this chapter, all subject to the approval of the city.
