All wastewater discharge permits shall be issued for a five-year duration and shall be valid subject to amendment or revocation as provided in this subchapter. Under special circumstances, as determined by the Board, a permit may be issued for a period of less than five years. A permit may be revoked or rescinded if the permittee is not in conformity with the provisions of this chapter.
