All construction of new combined sewers shall be prohibited. Any new connections to a combined sewer must be designed to minimize or delay inflow into the combined sewer. Any new construction of a sewer for carrying unpolluted clear water must be constructed so as to be able to be removed from a combined sewer if a storm sewer becomes available.
