§ 31.02 AUXILIARY POLICE DEPARTMENT.
   (A)   Pursuant to G.S. § 160A-282(a) and (b), a town may, by ordinance, provide for the organization of an Auxiliary Police Department made up of volunteer members; and by enactment of an ordinance, may provide that while undergoing official training and while performing duties on behalf of the town pursuant to orders or instructions of the Chief of Police of the town, auxiliary law enforcement personnel shall be entitled to benefits under the North Carolina Workers Compensation Act and to any fringe benefits for which volunteer personnel qualify.
   (B)   There is hereby established within the Town Police Department, as a division thereof, an Auxiliary Police Division.
   (C)   The Auxiliary Police Division shall be a volunteer organization, whose members shall serve without compensation, composed of as many members as may from time to time be determined by the Chief of Police and approved by the Town Manager.

§ 31.03 FIRE DEPARTMENT.
   (A)   The Fire Department shall consist of a Fire Chief and as many other volunteer or full time employee firefighters as may be provided for from time to time by the Town Council.
   (B)   The Fire Department shall have the duties and responsibilities related to the prevention and extinguishment of fires as may be assigned by the Town Council or the Town Manager.

§ 31.04 BUILDING INSPECTIONS DEPARTMENT.
   (A)   There shall be a Building Inspections Department which shall have the authority and responsibility to enforce the North Carolina State Building Code.
   (B)   The Building Inspections Department shall have the authority and shall follow the procedures set forth in G.S. §§ 160A-360 through 160A-459 of the North Carolina State Building Code.
   (C)   From time to time the Council may make arrangements to have the functions of the Building Inspections Department performed by other than town employees, as provided in G.S. § 160A-413.

§ 31.05 PUBLIC WORKS DEPARTMENT.
   (A)   The Department of Public Works shall consist of a Director of Public Works and as many other employees as the Town Council may authorize from time to time.
   (B)   The Public Works Department shall have duties and responsibilities related to streets, water and sewer utilities, solid waste collection and other public works as may be assigned by the Council or the Manager.

§ 31.06 RECREATION DEPARTMENT.
   (A)   The Recreation Department shall consist of the Recreation Director and as many other employees as may be authorized from time to time by the Council.
   (B)   The Recreation Department shall have duties and responsibilities relating to recreation as may be assigned by the Council or the Manager.
