Additional information intended to clarify plans or specifications regarding a contract, or acceptable alternatives or substitutes to plans or specifications, may be provided outside of publicly available official invitation to bid or a prebid conference, if such information is written, mailed to any person who has submitted a bid or requested plans or specifications regarding an invitation to bid, and made generally available to the public.
