No officer, employee or agent of the town shall knowingly convey, directly or indirectly, any information concerning the specifications of a contract or the identity of particular potential subcontractors, except by means of a publicly available official invitation to bid or a prebid conference, when such information would influence the likelihood of acceptance of a bid or contract.
