A. Construction Work and Equipment: All contracts for construction or the purchase of equipment for sewer and water purposes, where the estimated cost exceeds Thirty Thousand Dollars ($30,000.00), shall be let by free and open competitive bidding, after advertising for bids in a newspaper published in the Township not less than ten (10) days prior to the date set for receiving bids, to the lowest responsible bidder.
B. Waiver Of Equipment Bids: Advertising for bids for equipment shall be dispensed with if the board of trustees, by resolution adopted by a three-fourths (3/4) vote, determine that it is in the best interests of the township to dispense with advertising for bids.
C. Bid Opening Procedure: All sealed bids shall be publicly opened at the time and place stated in the bid notice in the presence of witnesses.
D. Time Of Awarding Bids: An award shall be made to the lowest responsible bidder within fifteen (15) days after receipt and opening of the bids, provided said time shall be extended if the bid notice or specifications so provide.
