5-2-11: EXCAVATIONS NEAR WATER MAINS:
   No person shall make any excavation in any street within four and one-half feet (4 1/2') of a water main while the ground is frozen except by special permission from the superintendent. Adequate provisions shall be made for protecting the main from freezing. (Ord. SW-O-89-1, 8-8-1989)
