5-2-9: WATER CONSERVATION:
   A.   Conservation Measures During Emergencies: Whenever the water supply of the Town is diminished, from any cause whatever, to an amount which, in the opinion of the Superintendent, is or is likely to become dangerous to the health, safety and welfare of the public, the Superintendent is authorized and empowered to establish, implement and enforce emergency regulations on the use of water from the combined system. Such regulations may provide for the limited usage of water, limitations on days and hours of water use for some or all purposes, and the prohibition of specified water uses. Such regulations shall be issued in the form of a public notice containing such regulations, which regulations shall be effective immediately upon issuance of such notice or at such later time as is specified in the notice. Upon issuing such notice, the Superintendent shall make the contents thereof known to the public by a news release to local newspapers and media, and may also notify the citizens in any other practical manner that he/she shall devise. Further, the Superintendent shall immediately notify all members of the Board of Trustees of the nature of the emergency and regulations he/she has adopted.
   The emergency regulations of the Superintendent shall remain in full force and effect until any one of the following shall occur:
      1.   The superintendent determines that the emergency no longer exists and issues a public notice that the emergency regulations shall no longer continue in effect.
      2.   The superintendent issues a public notice in accordance with this title implementing new or modified emergency regulations.
      3.   The town board of trustees modifies, repeals or enacts the emergency regulations imposed by the superintendent by means of an ordinance or resolution passed at any regular or special meeting of the town board.
      4.   The first regular meeting of the town board occurs more than thirty (30) days after the emergency regulations are issued by the superintendent.
   B.   Metered Water Required: All new water services must be metered. Any existing unmetered water services must be metered as part of any major remodeling of the premises served by the unmetered services. A "major remodeling" shall be considered to be any remodeling which involves any new structural components or modification of existing structural components of a structure where a building permit is required by the local building authority.
   C.   Water Efficient Plumbing Fixtures: As a condition of receiving an allocation of Lake Michigan water, the Illinois department of transportation requires the installation of water efficient plumbing fixtures in all new construction and in all repair and/or replacement of fixtures or trim. Accordingly, any plumbing fixtures or trim installed, repaired or replaced in structures served by the combined system shall meet the following standards:

   The maximum flow rate for lavatory faucets is measured with both hot and cold water supply fully opened. When installed for public use in new construction or remodeling, these shall be with a metering self-closing type.
      5.   All air conditioning systems installed in new construction or new remodeling shall be of the closed system type.
      6.   All automatic car wash fixtures shall recycle a minimum of seventy five percent (75%) of water usages and have a minimum of nine hundred (900) pounds per square inch of water pressure.
   D.   Lawn Sprinkling Restricted: From May 15 to September 15 of each year, water from the town water distribution system shall not be used for watering or sprinkling gardens, lawns, shrubs or other outdoor plants between the hours of seven o'clock (7:00) A.M. and seven o'clock (7:00) P.M.
