5-2-5: WATER METERS:
   A.   General Requirements: Water meters shall be required for service pipes supplying water service to any premises before any water shall be supplied to such premises. No water meter shall be used by any user until such meter is duly sealed by the Superintendent. Installation of meter vaults or boxes for such meters shall only be done and performed by and under the direction of the Superintendent. Each water meter shall be of a type, design and size specified by the Superintendent.
   B.   Location: All meters shall be placed either in a precast frost-proof meter vault with a hinged cover or in the building being served, and such placement shall be under the direction and supervision of the Superintendent. All meter vaults shall be made to specifications prescribed by the Superintendent and shall be located under the Superintendent’s control. Meter vaults shall be provided in every case where commercial or industrial users are connected to the water supply of the combined system; provided, however, strict compliance may be waived by the Town Board where compliance would create an exceptional hardship due to the cost or difficulty in retrofitting an existing water service.
   C.   Right To Remove Or Repair Meters; Costs: The Superintendent shall have the right to remove, repair or replace any water meter installed on user’s property. The costs of materials used in the repair of any meter shall be charged to the user, and the costs of all labor in this connection shall be an expense of the combined system.
   D.   Testing Meters; Costs: In the event of any disagreement as to whether a water meter is accurately measuring utility service to the premises, the superintendent may cause the meter to be tested and certified by an independent testing agency. The cost of such testing and certification shall be borne by the user of the meter.
   E.   Meter Spread: A meter spread, of the same size as the meter to be installed, shall be placed on the water service pipe at a place directed by the superintendent. There shall be at least one shutoff valve on the supply side of the meter spread. The size of meters shall be prescribed by the superintendent. All commercial and industrial meters, whether new or replacement, shall be provided by user at user’s sole expense.
   F.   Temporary Water Service And Meters: Any person or business that desires to draw water from the Leyden Township water system without having a permanent water meter in place as required by this section may apply to the superintendent for permission to draw water from the system for a specified purpose and a limited period of time through a temporary meter to be installed under the supervision of the superintendent. The applicant shall post a cash security deposit or surety bond in an amount equal to two hundred percent (200%) of the replacement cost of the temporary meter, and shall also pay a temporary connection fee of two hundred dollars ($200.00) for the right to connect to the township water system on a temporary basis. The water supply through the temporary meter shall be disconnected upon expiration or termination of the permit for the temporary connection; upon installation of a permanent meter and water service; or upon disconnection of the temporary water service, whichever occurs first.
