2-3-7: PROCESSING PERMIT APPLICATIONS:
   A.   Authority Of Township Supervisor: The Township Supervisor shall review each audio and/or film production permit application to determine whether the application is complete and whether the application meets the standards established by this chapter. The Township Supervisorshall also establish the applicable audio and/or film production and equipment staging activities fees as provided in section 2-3-10 of this chapter.
   B.   Review Of Application: In reviewing the application, the Township Supervisor shall review all documents submitted with the application and all additional documentation required by the Township Supervisor pursuant to section 2-3-6 of this chapter.
   C.   Standards Of Review: In reviewing each application, the Township Supervisor shall consider the totality of the circumstances of the proposed audio and/or film production, as described in all of the application materials, as well as all impacts, whether direct or indirect, that the proposed audio and/or film production activities may have on Township resources and operations. The review of the application shall include, but not limited to a consideration of the following factors:
      1.   The nature of the Township resources the Township Supervisor has determined should be assigned to the audio and/or film production activities;
      2.   The nature of additional Township resources the Township Supervisor has determined should be assigned to the audio and/or film production activities;
      3.   The extent to which personal and property rights of residents, schools and businesses are affected and whether such rights can be adequately protected;
      4.   The nature and extent of any disruptions to the day-to-day activities of the Township’s residents, schools and businesses, and whether such disruptions can be adequately minimized;
      5.   The nature and extent of the impact of the proposed audio and/or film production activities on the right of the public to the safe and normal use of the Township’s streets, rights-of-way and public property, and whether such use can be adequately protected;
      6.   The nature and extent of the impact of the proposed audio and/or film production activities on the right of the public to the orderly functioning of local government and to the provision of public services, and whether such governmental functions and public services can be adequately provided;
      7.   Whether the public health, safety and welfare can be adequately protected during the audio and/or film production activities;
      8.   Whether the Township can be adequately compensated both for the direct use of Township resources in the course of the proposed audio and/or film production activities and for all other effects or impacts on Township resources and operations that may arise from the proposed audio and/or film production activities;
      9.   Consideration of any objections received; and
      10.   The experience of the Township and/or neighboring governmental entities in prior dealings with applicant.
   D.   Setting Application Processing Fees, Audio Production Activity Charges And/Or Film Production Activity Charges: The permit application review process shall include setting the audio and/or film production activity charges, as provided in section 2-3-10 of this chapter.
