3-3-9: REPAIRS TO MOTOR VEHICLES ON PUBLIC WAYS; BROKEN WINDOWS:
   A.   Repairs: It shall be unlawful for anyone to change any parts, repair, wash, grease, wax, polish or clean a motor vehicle on any public streets, roads, alleys ,and rights-of-way under the jurisdiction of the Highway Commissioner except such repairs, cleaning or polishing as is necessary to ensure good vision, or such emergency repairs as are necessary to remove such motor vehicle from the public way. Such emergency repairs shall be made only as close as possible to the right-edge of the roadway, with the motor vehicle facing in the direction of the traffic flow.
   B.   Broken Windows: It shall be unlawful for any motor vehicle with a broken window to remain on any public street, road, alley and right-of-way under the jurisdiction of the Highway Commissioner for more than twenty-four (24) hours. After twenty-four (24) hours, the motor vehicle shall be towed at the owner’s expense.
      1.   Any motor vehicle in violation of this Section may be towed to a safe storage place where it shall be held until claimed by the owner. The owner shall be required to pay towing and storage charges.
      2.   The Highway Commissioner is authorized to contract with any municipality or private towing company, to ticket, tow or otherwise enforce this Section. (Ord. HO-2022-1, 2-8-2022)
