It shall be unlawful for any person to cause or allow water to drain or discharge unnaturally from private property onto Township property including, but not limited to, parkways, streets, sidewalks, easements, and rights-of-way under the jurisdiction of the Highway Commissioner without express written authorization of the Highway Commissioner.
