3-2-5: ENFORCEMENT; PENALTY:
   A.    Enforcement: The Township, by its duly authorized code enforcement officer, shall have the power to enforce the provisions of this Property Maintenance Code. If any violation is discovered by the code enforcement officer, a citation shall be issued to the party responsible for the abatement of the violation, setting forth the provision or the provisions of this Property Maintenance Code deemed to be violated.
   B.   Penalty: A violation shall be subject to a fine of not less than one hundred dollars ($100.00) nor more than five hundred dollars ($500.00) for each offense. Every day that a violation continues shall constitute a separate offense. The fine for the first violation shall be one hundred dollars ($100.00). The fine for the second violation shall be three hundred dollars ($300.00). The fine for the third or greater number of violations shall be five hundred dollars ($500.00). Any citation issued for the same violation within three (3) months of the issuance or disposition of a prior violation shall be deemed to be the second, third, or greater number of consecutive violations as to the same condition for the purpose of determining the amount of the fine. Any fine paid to the Township within ten (10) days of the issuance of the citation shall be reduced by one-half (½) of the amount of the fine set forth on the citation. The imposition of a fine and/or the payment thereof, does not preclude the Township from commencing proceedings for the demolition, repair or enclosure of buildings as provided in Section 85-50 of the Illinois Township Code (60 ILCS 1/85-50).
