1309.62 B-1 AND B-2 BUSINESS DISTRICT REGULATIONS.
   The B-1 and B-2 Business Districts contain a wide variety of business uses ranging from single business structures to larger planned shopping centers and multi-use facilities which are predominantly accessed by car. These businesses also tend to occupy larger lots and have greater building setbacks than those businesses in the CBD and therefore the character of these districts would accommodate larger signs and more utilization of free-standing signs.
   The following types of signs are permitted within a B-1 and B-2 Business District subject to review and approval of a Sign Permit:
   (a)   Wall Sign. One (1) primary wall sign shall be permitted for each business or tenant occupying a building or structure. One (1) secondary wall sign shall be permitted when a business establishment has frontage along more than one street or where there is a side or rear entrance or interior entrance in the case of a mall type structure, commonly used by the public. The total area of all wall signs may not exceed the maximum sign area allowed in Section 1309.72.
   (b)    Directory Sign. Each building having more than one (1) tenant may have one (1) directory sign, in addition to any other wall sign, that shall provide not more than three (3) square feet per each occupant, and shall state only the names and addresses of the building occupants. Such signs shall be mounted flat against the face of a building like a wall sign.
   (c)    Window Signs. One or more window signs, permanent or temporary not exceeding twenty percent (20%) of the total window area may be allowed on the ground floor only. The area of all window signs shall be included in calculating the maximum wall sign area allowed for any business or structure.
   (d)    Signs on Awnings and Canopies subject to the following conditions:
      (1)   No awning or canopy shall extend beyond a point closer than three (3) feet back of the curb. Minimum clearance below an awning to grade shall be eight (8) feet.
      (2)    No canopy may have supporting posts or columns that are less than fifteen (15) feet back of the public right-of-way. Minimum clearance below a canopy to grade shall be ten (10) feet.
      (3)    Lettering, logos or other graphics on an awning or canopy shall not exceed one (1) foot in height. The area utilized for lettering or logos will be included in computing the maximum wall sign area allowed for any business or structure.
   (e)    Free-Standing Signs. One (1) free-standing sign shall be permitted for each lot or parcel having at least sixty six (66) feet of frontage plus one (1) additional sign per each additional 100 feet regardless of the number of businesses occupying that lot or parcel and further subject to the provisions of Section 1309.72.
   (f)   The portion of the total area of the main sign having a changeable message area shall not exceeding fifty percent (50%) of the total sign area.
   (g)   Signage on vending machines located outside of a building and legible from any public right-of-way shall be considered to be permanent signs which shall be counted and included in any regulations determining the number or aggregate area of signs permitted on any business or lot.
