(a) No temporary changeable copy sign shall be approved for any business which has a Permanent Sign with a changeable copy area.
(b) Temporary signs or banners announcing educational, religious, or civic events which are non-commercial in nature may be erected on private property after a Temporary Sign Permit has been issued by the Zoning Inspector. The use of temporary signs and banners shall be subject to the following conditions:
(1) A maximum of five (5) Temporary Sign Permits will be issued for a specific institution or organization in any calendar year.
(2) The maximum time period for display under each permit shall be seven (7) consecutive days.
(3) The maximum total sign area for all temporary signs and banners shall not exceed twenty-four (24) sq. ft.
(4) Unlighted signs only.
(5) Minimum side yard setback - five (5) feet.
(6) Minimum setback from street R.O.W. line - five (5) feet.
(c) Temporary signs or banners may be displayed by any business or for-profit organizations on private property after a Temporary Sign Permit has been issued by the Zoning Inspector. The use of temporary signs and banners shall be subject to the following conditions:
(1) A maximum of five (5) Temporary Sign Permits will be issued for any business or for-profit organization during any calendar year.
(2) The owner of any business may not transfer his rights for use of a temporary sign to another business.
(3) The maximum time period for display under each permit shall be seven (7) consecutive days.
(3-1) The maximum size for each temporary sign shall not exceed sixteen (16) sq. ft.
(3-2) There may be no more than two temporary signs for any business or lessee, and there may be no more than one free-standing temporary sign per street frontage.
(4) The maximum total sign area for all temporary signs or banners shall not exceed thirty-two (32) sq. ft.
(5) Unlighted signs only.
(6) Minimum side yard setback - five (5) feet.
(7) Minimum setback from street R.O.W. - five (5) feet.
(d) Temporary signs or banners may be displayed by any new business on private property after a Temporary Sign Permit has been issued by the Zoning Inspector. The use of temporary signs and banners shall be subject to the following conditions:
(1) A "New Business" includes any newly established business or an existing business that is operating in a different location or under new ownership, and has been open to the public for less than sixty (60) days.
(2) A Temporary Sign Permit issued for a new business shall count as one (1) of the five Temporary Sign Permits allowed in any calendar year, as specified in Section 1309.50 (b)(1).
(3) The maximum time period of display for a Temporary Sign Permit for a "New Business" shall be thirty (30) consecutive days.
(4) The maximum total sign area for all temporary signs or banners shall not exceed thirty-two (32) sq. ft.
(5) Unlighted signs only.
(6) Minimum side yard setback - five (5) feet.
(7) Minimum setback from street R.O.W. - five (5) feet.
(e) For the purpose of this section, the seven-day maximum display time limit under a Temporary Sign Permit and the thirty-day maximum display time limit under a new business Temporary Sign Permit shall include that time during which a sign shall be displayed at any location on the property visible from a public street regardless of whether the sign contains letters, numbers, symbols or other communicative items. For the purpose of this section, any day upon which a sign is visible from a public street whether or not the sign contains letters, numbers, symbols or other communicative items shall be subtracted from the total number of days allowed per year under Temporary Sign Permits.
