The following types of signs are prohibited in all districts in the Municipality:
(a) No sign may be erected which simulates any traffic control device or warning light and which is visible from any adjoining street, alley, road, or parking area.
(b) Signs which incorporate by any manner any movement or give the illusion of movement or use any flashing or blinking lights. An exception is made for changeable copy signs and for public service-type signs which display time/date, temperature, etc.
(c) Wind-driven signs, pennants, streamers, balloons or other inflatable devices.
(d) Permanent changeable copy signs which are not an "integral part" of the main display surface. Changeable copy areas on permanent signs shall be integrated into the face of the primary sign by use of a border or similar treatment that provides a visual linkage to the entire sign.
(e) Roof signs.
(f) No mobile sign on wheels, parked trailers and parked vehicles (except those on licensed commercial delivery or service vehicles) shall be permitted in any district.
(g) Product signs may not be attached to or displayed on the exterior of any building nor to any pole or other support structure for any permanent sign. (see Section 1309.18) (Ord. 07-32. Passed 7-2-07.)
