(a) The Rules Committee of Council shall have the authority to grant bonuses from the area, height, and percentage of changeable copy of signs allowed under other sections of the Lexington Sign Ordinance. Signage bonuses may be granted when the design of the sign is of exceptional quality or incorporates architectural or landscaping embellishments that enhance the appearance of the sign and/or accomplishes some other public purpose such as architectural compatibility, reduced visual clutter, and uniformity of design, based upon a review of a landscape plan and/or detailed signage plans showing three dimensional views and detailed information on color, material, and size by the Architectural Review Board of the Village Planning Commission. The Rules Committee may grant bonuses based upon the following criteria:

(d) Area or height bonuses granted under this section shall be subject to revocation by the Rules Committee upon notice and hearing whenever the owner or lessee shall fail to maintain the sign and its accompanying landscaping at the same standard as originally approved. Upon revocation of the sign bonus, the owner or lessee shall reduce the size or height of the sign to the requirements of this chapter without benefit of the bonus. Failure to do so within thirty days of notice from the Rules Committee shall be deemed a violation of this chapter and subject to the penalty of Section 1309.23.
