At the proper time as required by law the board shall submit to the county and the city a budget of its requirements for the fiscal year, which said budget shall be approved by the board of county commissioners and the city commission. In case of a disagreement between said county and city, as to the budget submitted, the same shall be submitted to a committee composed of the board of county commissioners and three (3) members of the city commission, who shall then make such recommendations to their respective governmental units as may be agreed upon.
