There is hereby established a program within the city known as "the capital improvement program". This program is developed pursuant to the authority found in section 7-6-4134, Montana Code Annotated. There is also hereby established a fund to be known as "the capital improvement program fund". The funds or monies which shall from time to time be placed into the capital improvement program fund shall be managed and invested in accordance with section 7-6-4135, Montana Code Annotated.
