When nuisance weeds exist on any lot, place, or area within the city, notice shall be given in writing to the owner or owners or tenant or agent of such owner or owners, of such lots, areas, or places. The written notice shall specify the location of nuisance weeds and shall state that such constitutes a public nuisance. The notice shall further state that such nuisance weeds must be removed or exterminated within ten (10) days of the date of mailing, and upon failure or neglect to do so, the city may proceed to have such weeds removed or exterminated and assess the costs thereof to the property.
