6-11-4: ALARM SUBSCRIBER'S PERMIT REQUIRED:
   (A)   Every alarm subscriber shall obtain an alarm subscriber permit for each system for the chief's office upon the effective date of this chapter or prior to the use of an alarm system. Application for burglary, robbery or fire alarms subscriber's permit and a ten dollar ($10.00) fee shall be filed with the chief's office on or before July 1 of each year. Each permit shall bear the signature of the chief and be for one year period. The permit shall be physically displayed where the alarm system is being used and shall be available for inspection by the chief.
   (B)   The chief of the concerned department shall have the right to inspect any telephonic alarm system on the premises where it is intended to function prior to issuance of any permit for its operation and he may cause an inspection of such system to be made at any time after issuance of a permit to determine whether it is being used in conformity with the terms of the permit and the provisions of this chapter.
   (C)   A revoked subscriber's permit shall be obtained from the chief's office by filing an application and paying the fee as follows:
 
First revoked permit in the permit year

Each permit shall bear the signature of the chief and shall bear the same expiration date as the revoked permit. The permit shall be physically upon the premises using the alarm system and shall be available for inspection by the chief of the concerned department.
   (D)   A twenty five dollar ($25.00) charge will be made in addition to the fee provided in subsection (A) of this section to a subscriber who fails to obtain a permit within sixty (60) days after the effective date of this chapter, or who is more than sixty (60) days delinquent in renewing a permit.
   (E)   An alarm subscriber required by federal, state or local government statute regulation, rule or ordinance to install, maintain and operate an alarm system shall be subject to this chapter provided:
      1.   Any permit issued shall be designated a special alarm subscriber's permit.
      2.   A special alarm subscriber's permit for a system which has four (4) or more false alarms in a permit year shall not be subject to revocation under section 6-11-5 of this chapter, but the holder of the permit shall pay a fee of one hundred dollars ($100.00) with the submission of the report required by section 6-11-5 of this chapter and the cost of response upon the fourth false alarm.
      3.   For each false alarm over four (4) in a permit year, upon written demand therefor by the chief, the holder of a special subscriber's permit shall pay a fee of twenty five dollars ($25.00) with the submission of the report required by section 6-11-5 of this chapter and cost of response.
      4.   Holders of special subscriber's permits for fire alarm systems only will be subject to revocation only after an excess of six (6) false alarms in a permit year under section 6-11-5 of this chapter and will also be subject to costs incurred under section 6-11-5 of this chapter.
      5.   The payment of any fee provided for in subsections (E)2, (E)3 and (E)4 of this section shall not be deemed to extend the term of the permit.
      6.   An alarm subscriber which is a governmental military unit shall be subject to this chapter; but a permit shall be issued without payment of a fee and shall not be subject to revocation, payment of additional fees, or the imposition of any penalty provided herein. (Ord. 1463, 11-3-1980)
