The owner or tenant of any such business premises shall not be prevented from removing the accumulation of snow, ice and slush from said business premises and disposing of same in such a manner that is not contrary to any ordinance of this city, statute or regulation of the state and its political subdivisions; providing however, that if such owner or tenant contracts for or hires the removal of the materials defined herein, the person so removing such materials shall be licensed as is hereafter provided.
