It shall be unlawful for the owner of any business establishment within the limits of the city to remove snow, ice or slush from said business premises, adjacent thereto, driveways or parking lots owned or under the control of said business premises and deposit said material so removed within or upon the adjoining street, avenue or alleys of the city, and a violator of this section shall be subject to punishment as is hereafter provided.
