Any owner, keeper or harborer of any animal which becomes subject to any of the infractions of this chapter shall, in addition to any other costs, license fees or charges set forth herein, unless otherwise stated, be fined by the city judge not less than fifty dollars ($50.00) or more than five hundred dollars ($500.00) for the first offense, and not less than one hundred dollars ($100.00) or more than five hundred dollars ($500.00) for a second or subsequent offense.
