Animals which cause frequent or long continued noise, disturbing the comfort or repose of persons in the vicinity are hereby declared to be a nuisance. Any person who owns, harbors or keeps an animal on any premises occupied or controlled by him that allows an animal to make frequent or long continued noise shall be in violation of this section.
