Every person having under his control any female animal in heat (i.e., in the estral period) shall confine such animal in a secure enclosure that prohibits the animal from coming in contact with another animal, except for planned breeding. Confinement shall be for twenty one (21) days. Such female animal not so confined is hereby declared a nuisance and owner in control of said animal is guilty of a misdemeanor. (Ord. 1676, 3-6-2000)
