§ 93.03  RUNNING AT LARGE PROHIBITED; LEASH REQUIRED.
   It shall be unlawful for any owner or person in charge of a dog to permit or allow such dog to run at large in the city, or to permit such dog to be on the streets of the city unless such dog is on a leash or otherwise under the absolute control of the owner or his or her agent.
