(a) Pursuant to the provisions of West Virginia Code 15-5-8, there is hereby established the City of Lewisburg organization for emergency services, which may be known as the "Lewisburg Emergency Services Organization," and which shall consist of the Director of Emergency Services and such other members as may be required from time to time and authorized by the City Council.
(b) The City Council shall have general direction and control of the Lewisburg emergency services organization and shall be responsible for carrying out the provisions of this article.
