(a) Approval of a preliminary plat by the City Council shall be valid for a period of five years from the date of approval provided that the final plat is substantially in compliance with the preliminary plat and provided that no change in land use or street configuration is proposed.
(b) After a period of five years from the date of approval of the preliminary plat, the Planning Commission may review the approved preliminary plat to consider changed conditions or circumstances. (Passed 2-15-94.)
