(a) In all subdivisions except those in the RR, Rural Residential zone, the subdivider shall install sidewalks. All sidewalks required by these regulations shall be inspected and approved by the Department of Public Works prior to the issuance of any building permits for any parcel, lot or tract within the proposed subdivision.
(b) All sidewalks required herein shall be constructed according to standards and specifications prepared by the Department of Public Works and approved by the City Council.
(c) All sidewalks shall be located within the street right of way. Placement within the right of way shall be at the sole discretion of the Department of Public Works who shall take into consideration the factors of safety, adjacent sidewalk location, topography and landscape.
