(a) The accomplishment of improvements required herein shall be by developer construction and approval by the City.
(b) No subdivider shall consummate the sale of property within the subdivision by lot and block reference to the plat until such time as accepted.
(c) No building permit shall be issued for any lot prior to the construction of off-site improvements as are required by these regulations and which have been accepted by the City.
