(a) The subdivider shall dedicate to the public appropriate easements to the end that each and every lot, piece, or parcel of land within subdivision shall have access to all available essential public facilities.
(b) Where a subdivision is traversed by a watercourse, drainage channel or stream, there shall be provided a right of way and access thereto for drainage and public utility purposes. In the case of sinkholes, the Planning Commission shall require the dedication of appropriate access or drainage easements.
(c) Reserve strips as defined in these regulations shall be prohibited.
