Whoever violates this article or fails or refuses to abide by and comply with the rules and regulations promulgated to effectuate the provisions of this article, shall upon conviction, be fined not less than ten dollars ($10.00) or more than twenty-five dollars ($25.00) and costs and for a second or subsequent offense may be confined in the County Jail not exceeding thirty days, in addition to the fine. Each succeeding day a violation of this article exists shall constitute a new and separate offense.
