Any person owning, occupying or in charge of any property in the City who is required or holds a City permit to construct, maintain, alter or repair any sidewalk on or adjacent to such property or to construct, maintain, alter or repair a private driveway extending from a street onto such property shall, in the performance of such work comply with all applicable standards and specifications of the City regarding such work.
